Comments:
The current personnel system and the NSPS do allowed for a dual tracked career path between Technical and Managerial positions. The highest technical positions seem to be GS-13 for Technical and GM 15/SES for Managerial. The proposed rules should include a career path for federal employees to move beyond those current constraints otherwise highly qualified technical expertise may leave federal service. Also, future technical expertise and attraction of those high qualified individuals to the federal work force will be compromised by the fact that there were will be no long term future for those individual in those technical fields.
