Comments:
The main improvements needed to the current system are the hiring practices/time frames for new employees and the non-standard promotional system for rating people already on the payroll. Case in point the Air Force uses a coding system to determine if your qualified where as other agencies use a Resumix system where the inidividual writes their resume in the system. The air force one is a joke. As far as the other changes to the existing system, no changes are required. This current proposal looks like making the good ole boy network legal and the interpretation is very general in nature.
