I am writing this letter regarding concerns I have with the new National Security Personnel System (NSPS). The main concern I have is with the “pay for performance” system. The idea of this policy, in my opinion, will create an unproductive work environment. This system allows pay increases through favoritism, being that all pay increases will come from the direct supervisor, leaving room for prejudice and personal bias. This will also result in a lack of training for the new inexperienced employees. The senior personnel will not be as willing to train due to the possibility of not receiving the annual raise. On the job training is essential in providing a safe work environment as well as a quality product. The next concern I have concerns the way workers will be classified. This new classification would allow and encourage workers in one field to be relocated to perform tasks they are not trained or experienced in. The change in the job classification is a disastrous concept. There are very specific qualifications and training courses that must be completed prior to entering certain job fields. One in particular would be my job field; aircraft engine maintenance. This policy is unsafe and could have grave consequences. My concerns are for the entire work force and the safety of operations in general. I would like to thank you for your time and consideration.
