First off, I am trying to figure out HOW/WHY the Civilian Service Pay System was incorporated into National Security. Are you saying Civil service employees are a NATIONAL SECURITY THREAT? What does our pay system have to do with Sept. 11? At the same time this “new plan” was being devised we had been hearing “we care and are concerned about suicides and stress in the work place. Let's get the people together and talk about what we can do to make things better." Then, Oh by the way, we are going to screw around with your pay checks. We can hire, fire, stop your pay raises, cost of living, move you around if we want to, etc. You’re patting the worker on the head to keep them off guard so you can stab them in the back. If they do away with the step increases, a person could be working within the same level and never get a raise. Is DOD and OPM management included in this new pay band? Unless I've overlooked something, (and I don’t think I have) I see NO advantage to this new pay system. No matter how many ways you try to sugar coat it, it definitely reverts back to “The good old boy” days. The only thing this will accomplish is drive a wedge between co-workers. Since pay checks depend on this concept, no longer will they work as a team, you’ve turned it into self survival. For years TAX PAYERS money has been spent on mandatory classes for civilian workers promoting trust and team work focusing on the end results of supporting our troops and in one fail swoop you’ve managed to throw this all out the window. Once again, the people who make these decisions for the government worker will NEVER be affected by it. One thing should be remembered, the civilian workforce has managed to keep our troops supported to the best of our ability IN SPITE of everything you say and try to do to us. Who’s a threat to our national security, the civilian worker, I think NOT!!!!!!
