Pay for performance sounds like a 'good' idea if people have no personal likes/dislikes. This is a very subjective system. Various government agencies have been testing performance pay systems for more than 20 years and invariably, the results have been that the majority of workers feel cheated when advancement, promotion and pay decisions are given over to the SOLE discretion of a supervisor. The process typically reduces salaries, morale and team work. It encourages workers to finds ways to be preceive as 'exceptional' vice working to be a team player. This concept should also be applied to other Federal agencies (not only DOD) to ensure all Federal employees are treated the same.
