The only problem with the current system is that there are ALREDY TOO MANY LOOP HOLES FOR MANAGEMENT to PICK WHO THAT WANT. What we need is for those loop holes to be closed up. Not a new personnel system that was started in the guise of national security - that is a joke! Its just a waste of tax payer $. For example, in ANY career field, the qualifications to be promotoed SHOULD BE THE SAME. Currently, they are NOT! Each career field has its own set of criteria for being promoted -- some very rigid and others not at all. Especially for the 300 SERIES -- Mgmt has excessive leeway in this series. I've seen many cases anymore where a manager will change a Position Description to a 300 series in order to pick their favorite. THE POINT HERE IS THAT NSPS IS GOING TO MAKE THIS SITUATION WORSE & MORE ACCEPTABLE. There is already TOO MUCH favoritism in the government bureacracy. NSPS will encourage even more favoritism. The current moral is already to an all time low due to management and favoritism/office politics. What do you think NSPS will do? To make this matter even worse, trying to mix military and civilian in the work place is already not good. Military, for the most part, think the civilians are beneath them but they all want to be one when they retire! This attitude also complicates further the proposed NSPS. Military supervisors are even less likely to be fair to civilians. Especially when the military and civilian performance systems are so far apart. 99.9% of the time, the military are always shown as top performers or walk on water (just because of the military system) -- even if they are incompetent. If we work side by side, why should the systems be so different??? If anything, the civlians have to compete for every phase or step of their career --proving competence and worth. For the military -- its all about timing and numbers to make it to the next rank! All they have to do is sign their name on the dotted line and join. How is it fair that they do any rating of civlians -- with NSPS they will be able to effect our livlehoods. As for getting close to retirement -- here is another area that NSPS can abuse completely!!! NSPS will be used as a tool to push people out the door unjustly just because of personality issues, bias towards aging, or making room to hire their favorite.
