RE NSPS Comments from a 29-year civil servant and military veteran. Pay-banding will destroy the US civil service labor force and brand the civil service career as too risky –unless, of course you have that “cousin” in high places…THIS is going backwards. How many of us can cite a “real world” case of a supervisor being justly dealt with for abuse of personnel? The government is peppered with incompetent, controlling, insecure and abusive supervisors who delegate their responsibilities under the guise of ”other duties as assigned” – or work from a base of hidden personal prejudices and neuroses and are yet protected, right or wrong, by in-house counsel and upper management. The grievance process is an exercise in futility seemingly designed to break labor down rather than support just repair of wrongdoing. After all, who ever heard of going to the crook for the verdict of whether he’s guilty or not? Absurd. A US criminal has more rights than labor in civil service as it is –and now you’re going to pass more power of “subjective” control over labor on to the supervisor? I say, let’s keep the system we have already in place, but clean it up. Let’s put a vehicle in place for labor to rate the supervisors – and have it COUNT. Let’s put a serious definition of limits to that “other duties as assigned” clause that supervisor abuse so often. Then you might see something called true “teamwork” evolve. You might see more quality hands-on workers get into management positions. And you just may see some dead-beat supervisors get out of the way and make room for a more exceptional level of personnel. Otherwise, stop insulting labor with these teasing requests for commentary, when our fate is already sealed to the new absurd pay-banding system. The long-term negative cause and effect of this new plan is immeasurable – and, by all the comments you have already received, you know well that trouble is coming. It almost makes me think this is an intentional ploy to disintegrate the civil service labor force. With this latest “spin” on it’s way, in good conscience, I, for one, will not be recommending civil service to anyone as a career choice in the future.
