PAY/COMPENSATION Since civilians are filling military slots (so military personnel can concentrate on war situations) I believe civilians should be paid same order as military. After a 90-day probation (to see if the individual is an outstanding performer or not) then indiviudal gets a pay increase. Thereafter, pay increases based on performance/contribution, rather than longevity or Within-Grade Increases. Larger increases go to outstanding performers; no increases given to unacceptable performers. Performance payouts would be composed of increase in basic pay, a bonus, or a combination of both. Initial entry into NSPS will ensure each employee is placed in appropriate pay band w/o loss of pay.
