There are too many "unknowns" with the new system. It will greatly increase the workload on the current managers in terms of evaluating their employees. Most of the employees will probably not be satisfied with their new and extensive reviews for most of it will be subjective as how there is no current effective database on how to determine an employee's performance. The managers will now be competing for a dwindling budget pool with which to reward employees due to more pressing DOD budget demands. Many of the federal employees (and their unions) have not bought into the new pay system. I can only see this effort as one of the many past failed initiatives that DOD has tried to implement in the past but will meet with dismal failure. It will be like trying to overhaul the social security system that has worked very well in the past with a meaner and less responsive alternative that smacks of favoritism and fool hardiness. There are many mixed blessings and disadvantages with the new pay system. Time will only tell. .
