I believe the comments below are crucial and should be addressed. Having read the Myths and Facts, the proposed regulations would pose additional issues: 1) The bargaining rights and protections for a non bargaining DOD civilians have not changed. Under the new system, all existing DOD civilians should be granted a right or an option to join a bargaining unit or union. 2) Unenforceable loopholes and inconsistencies within the rating/performance review process. For example, a rater can give a '1' rating to employee A and a '3' rating to employee B, where employee B does more work than employee A, etc. 3) One of my superiors in the Pentagon is ranked about a 4-star general. With that said, the new system is headed towards a military-civilian job conversation, which could leave many non military tied employees (currently employed or not) cold and dry. Like many civilians, many military employees are old timers. 4) Again unenforceable loopholes and inconsistencies concerning pay raise and promotion. 5) The new system should identify at the top, resulting from the proposed regulations, the new benefits, rights and protections with respect to the employees.
