What will be in place to ensure that it's fair. A committee reviewing words only to ensure the words support the evaluation? How can you ensure that the committee isn't favored to an individual? How will you ensure that a manager writes a strong enough report for the employee? What happens is the employee feels the manager should have done better on his/her behalf?
