Since the Supervisors will now hold the power over Heaven & Earth, it may happen that the appraisal of person's work may become more of a personality issue rather than just a work issue. Yes I have heard the stories that when pay banding was started in other agencies, those people who were not performing left in droves. This of course could take a different direction. Those people who have performed mediocre work for years will continue to do so and stay in the system because they have a mentor. Of course I don't pretend to understand all of the reasoning behind the changing of the Civil Service System but I what I have seen over the years is more Chiefs and not enough Indians. Some of the Chiefs need to be recycled too or sent back for additional training in the functional area they pretend to know and support.
