The NSPS should be defined to the finest detail before implementation. Such a large undertaking should not be implemented by winging it. I and my coworkers have read the plan but we're still not sure what it all means. The most definite verbage is about the new pay plan which is in fact in itself, a misrepresentation of the true work force across the nation. Where they have GS5-7 as introductory, GS 9 and 11 as intermediate and GS 13 and 15 as the expert level. Here at Tobyhanna, the grade scale isn't matching the Washington pay range. The expert level is at GS-09 and GS-11's. The verbage is lengthy and full of nothing.
