The Federal Register / Vol. 70, No. 29 Subpart C states that DOD will set local market supplements in lieu of locality pay. What is the difference between local market supplements and locality pay? Does this mean that for a given geographic area you can have one job series receiving a greater local market supplement than another job series in the same given geographic area. What type of indices is the local market supplement based on? Will that not have a negative effect on employee moral if market supplements are not equal for a given geographic area? How will the process work determining local market supplements? Why incur the additional cost of setting up a new system to track local market differences in pay when you have a system in locality pay that works well.
