My understanding is that all civilian and military supervisors must be certified through training that ensures they can fairly and confidently set goals and complete appraisals for civilian employees. How will this be accomplished so that civilian employees are confident that their supervisors are knowledgeable concerning their jobs and will be held accountable to treat them fairly? It should be written that no supervisor can conduct appraisals without proper NSPS training certification. If this situation occurs, the next higher qualified individual in the chain of command should monitor civilian performance and conduct appraisals. Reference: Subpart D, Performance Managaement
