I am totally against the implementation of this. I can already see the impact this is going to have on individuals that have been in the system for some time. It seems the powers that be are aligning their cohorts as I type my disagreement. Old retired buddies are being pulled into the system at the GS11 level with no knowledge nor experience for their positions, and those of us that have been in place for years are still being told there is no money, we are not qualified, or the posn is pulled. If a supervisor, for whatever reason, decides they don't 'like' you, you can forget ever being promoted, or receiving pay raises. We all desire to improve our quality of life, but the implementation of NSPS will ensure that only a select few, and not necessarily those that are deserving, will get the bonuses, promotions, etc. It has already begun to happen here. I have been in the service for 20+ years and have only been promoted twice. Yet, a bunch of military retirees have been hired, even before retiring, into high graded jobs by their buddies. This is scandalous This hurts terribly and is grossly unfair. Morale is already at an all time low. The threat of this thing being implemented is actually scaring people and causing morale to sink even lower. Please do whatever is necessary to see that this is not implemented. May God help us all. I never thought I would live to see the day when the federal government would become like corporate America. Dog eat dog. Backstabbing. Illegal promotions and hirings. It's sad. This proposal should be killed. Please send Rumsfeld a message that we are not stupid, and can see exactly what he is attempting to do. Our system is not broken!!
