My biggest concern is that there seems to be so many unknowns - how will this affect our retirement, benefits, Reduction-in-force, etc.? I don't have a problem with having my pay raise tied to my work performance, but I am concerned about how this will be determined or documented. And I don't see any discussion on how much notice will be given to employees who will take a pay cut. My particular activity has too many supervisors who have their favorites, and have been promoting them whether or not they are capable of doing the job. I am also concerned when I read that the supervisors may suggest potential pay raises that can then be overridden by PayPool Managers. DoD will need to ensure that all managers have been fully trained to use this system correctly. I also would like further explanation on how they view the term deployment -- do they plan on using Civilian workforce to fill in for shortages in the military? What is the position on forced, long-term travel? I am not a union member, but I would like to see the employees having some representation for bargaining, protecting their rights, etc. Bottom line -- I don't view this new pay system as a positive change but only negative, and don't see how this will allow DoD to attract new employees to such a rigid, negative atmosphere, which is what I fear the workplace will become under NSPS. This is a personnel system that is much to tied to the current political environment, which has shown the American people its disdain for anyone in the middle class. It gives too much control to the Secretary of Defense, when all that was needed for the current OPM system is some added flexibility. Overall, I feel that the current Bush Administration and in particular, Secretary of Defense, has little regard for the civilian workforce and plans on using this new system to allow them to replace the civilian workforce with their contractor buddies, and that is not the system to best serve the US taxpayers.
