I do not think this NSPS thing has been planned enough to be implem ented at this time. It has numerous faults. I do not feel it will help us lower echelon civil employees. The entire thing has too many "if's" or "may's". Nothing concrete. The NSPS says we may be deployable on short notice. You say currently DOD has the authority to reassign employees, including reassignment to overseas locations. But I thought only had we signed a mobility agreement at the time of hiring. Reference WGI buy-in: Again, nothing concrete. "In many cases" is really nothing you can rely on or take to the bank. Reference pereformance-based pay increases: Fact sheet says "their" (meaning supervisor) pay will be affected by how well they perform their duties as supervisors and managers. My supervisor is military and I am sure his pay is not going to be cut because he does a poor job of supervising me. Reference Fact Sheet says: Does not change critical employee rights such as merit systems principles. I understand there will be no merit system per se. These are only a few. I do not think this will be advantangeous for the lower paid, overworked GS employee.
