Federal Register Vol. 70. No 29 Subpart C states that “employees may receive pay adjustments as a result of a rate range adjustment. Generally, employees will receive an adjustment to any increases to the minimum rate of their band… “ During the intial implementation period through FY 2008 is it not unfair that employees under NPS may or may not get an annual adjustment to base pay while those under the GS system receive an adjustment each year as appropriated by Congress. Even if NPS employees receive an adjustment to the minimum pay band it may not equal the pay raise enacted by Congress. Would it not make more sense that through the initial implementation of NPS that all DOD employees receive the same annual pay raise as appropriated by Congress? Otherwise you are penalizing those that were implemented in the earlier spirals versus those that are implemented in the later spirals of NPS. Also, what methodology is going to be used to determine if there is a rate rage adjustment? Is there going to be an annual adjustment each year. Are the rate rage adjustments going to determined by some economic index or are they just going to be arbitrarily set.
