The DoD personnel system needs an overhaul but after reading the proposed regs I'm convinced this is not the way to do it. The proposed system lacks checks and balances and will certainly bring about more nepotism, corruption and ruin to the Department. Any team sprit will be dissolved by the awards system since Federal managers will be unable to resist the temptation to form a good old boys/girls favorites club under their control. As a result, the application of pay for performance will be a cruel joke in just a few years. Funding of pay and raises will also be uncertain because the money can be taken away and applied to other projects at any time by DoD. Veteran status preferences will be shamefully slashed. Finally, why does DoD has to suffer alone under this system? Wy not force it upon all Federal Agencies and Congress if it is such a great plan?
