On the subject of national level bargaining for unions under NSPS, creation of national level funding that is accessible to all organizations will be required. This is needed to charge union representatives who spend official time on multi-unit or national level issues. Presently, the DoD has many situations where one union’s local represents several different commands/organizations, each with their own financial system. Due to financial system constraints, unit recognition issues, and other factors, crossover of official time (an overhead pot of money) is not permitted across organizations. Therefore, one union official cannot serve multiple organizations on his employer's dime, and multiple union officials (at least one per organization) are needed so that official time can be charged to the appropriate organization. Under national level or multi-unit bargaining, unions may wish to send a one representative from a particular local. If a national level funding source is not available, the employing organization will need to foot a disproportionate amount of the bill for official time. The cost should be shared across the entire Agency.
