Subpart E Staffing. While it is not spelt out in the proposed rules, senior OSD personnel have talked about how this will allow them to reassign employees more easily. Major corporations do not routinely make non-executives (or those being groomed for exective postions) move in lateral moves. The personnel who are moved laterally to other geographic areas are those who also get salaries of $120,000 to $500,000 and bonuses of $30,000 to $100,000. Lower ranking personnel who move for promotions are often given additional smaller bonuses to help ease the way. Expecting DoD employees to uproot their lives without similar finacial rewards is not acting in accordance with being an employer of choice. During discussions of the new rules senior OSD officials also said that one of the reasons for the new rules was that they were unable to move civilain employees into war zones but could move contractor personnel. This is disingenuous. Contractors did not take employees of the production line and send them to Iraq. They hired particular people (typically ex-military) who make themselves available to go to war zones. If DoD wants to send civilians to war zones they should hire people who volunteer to do so. To just tell a civilian employee that he has to go to war is morally suspect. It also creates discrimination issues. An agency will not pick a 50 year old with high blod pressure and diabetes to go to the war zone.
