Adjusting rate ranges and local market pay explains increases, but skirts around decreases in local market. What is the rule for rate ranges and local market pay decreases? It should be written that clear and concise rules must be in place governing this action, including perhaps percentages or amount or even time limits. Reference: Page 7559/7560 and Articles 9901.322, 9901.331and 9901.334
