I'm writing to you to express my dissatifaction with the proposed NSPS. The total lack of detail in the proposed regulations forbodes unnecessary, ill-conceived changes which were made in secret; avoiding the requirement of transparency in government. A review of the current system is needed, but wholesale destruction of it is unwise and will be costly. (SubpartE, 9901.501 to .516) (Subpart F,.6012 to .611) This section will allow for nepotism and political appointees at lower levels for life or as long as they want a position. No probation will be needed for those but those hired through normal channels will be given extended probationary periods. Being burdened with further probation when moving to a new job within DoD is humiliating to the employee & may cause those otherwise qualified to forego a promotion. Seniority is already affected by appraisals. Ratings will be based on a single opinion; not objectively by observation. Volunteers for deployment are available for the asking; you will be able to ignore volunteers & force others. ENOUGH! Let the experts debate this horrendous proposal. What I realy want to say is that this proposal is UNAMERICAN, UNCONSTITUTIONAL & IMMORAL as are the creators of it. This is a nightmare. The current leaders of this aministration would be ashamed to produce this horror if they had the guts of our forefathers. Instead, they spend trillions of our tax dollars on the most wealthy 4% of Americans. A wise individual once proclaimed that the morality of a nation could be seen in the way it treats its children, its elderly & its disabled. This administration fails in all three categories.
