Generally speaking, the NSPS program, under the guise of national security, removes the DoD civilian from the protection of congress and other government HR regulations, and subjugates them into non-combatant military positions subject to the rules and regulations of the pentagon and the secretary of defense. The Department will have free rein (defined as flexibility) to overrule MSPB administrative judge's decisions, adjust band rates, isolate RIFs to a single section, change existing job descriptions, reassign to any place in world, without outside overview. The only thing not addressed is what type of uniform will the civilians be issued. The proposed NSPS rule should be revised to allow the civilians to retire at 20 yrs of service, no age penalty, and provide commissary privileges, then the DoD civilian will become a part of the Total Force, and operate as a Cohesive Unit.
