My feeling is that this proposed system has not been thoroughly explained or developed. It will move the Civil Sevice System backwards some 40 years by reinstituting a system based on favoritism and cronyism. Yes people will be rewarded and honest debate and discussions will be diminished for fear of poor performance ratings. Its systems like this that lead to the space shuttle Challenger disaster. Engineers and Scientist will be playing up to managements goals instead of bringing to the forefront problems in the process or project that need attention. Hiring and Firing actions will be less fair and defendable against by the limited resources of the employee. The whole system seems to be a way to diminish the collective bargaining system, and the protections against unfair employment practices. Mirorities will be the most affected group and will suffer disproportionally by this new system. Lengthy and intrusive security checks and background searches will discourage employee applicants, while doing little to improve our nations security. One should question the wisdom of this system when compared with the time evolved system in place now. How is this system more fair and effective? It is not. Our country will suffer from increased "group think" and less open dialogue in the workplace. Morale and a sense that things will be done fairly will be forever lost in the good ole boy mentallity that permeates Washington today.
