I have concerns regarding the performance pay pools. It is very possible to have a group of highly motiviated self-directed people in one pay pool and then have another group of low motivated miscreants in another pay pool. Both pools could be of the same size and monetary value. When measured within the pay pool, the distribution would be normal but not reflect the value of service. The idea of performance pay pools relies on the idea that you would not want to reward the entire group of people that are functioning with high value. There is also no stipulation if the entire pool will be distributed. So if everyone performs miserably they will get the same amount if everyone performs outstanding.
