I have worked in the federal system for over 25 years. This idea that supervisors need a new system that will encourage nepotistic practices is idiotic at best. If you do good work the quality step increase works, the in place grade promotion works. I have had both. I also have had supervisors who would give you a bad rating for refusing to break the law. This new system will encourage graft and other problems including the good old boy system. I found it disheartening to tell my son that the GOVERNMENT System is broke and that State Government is a better System. When he had offers from both, I told him to go with the State government because the retirement system was better and job as well. You have watered down the retirement system from CSRS to FERS I guess to save Social Security and it has not. Now you will give up the standard built over many years to A system that will send us back to the dark ages. It will only take protections away that were there to protect us from the transient power mongers. It will not stop the Supervisors that promote their closer friends. (shortened)
