Federal Register / Vol 70, No 29 Subpart C states that DoD may established “control points” or other mechanisms within a band beyond which basic pay increases may be granted only by meeting criteria established by DOD. Based on this once you reach a given “control point” in the pay band you cannot get a pay adjustment until certain criteria are met even if a high rating is received. What incentives are there for an employee to perform if it is very difficult to meet the “control point” criteria or the criteria will be such that you may never reach it. Are you not saying that once you reach a “control point” that you may be better off retiring if you are eligible? At least you would receive annual COLA increases each year. If you are losing money by not retiring what incentives do you have to stay in federal service? Will you not lose a lot of talented employees? Do “control points” apply to pay adjustments and bonuses?
