Comments:
Throughout the Federal Register are instances where guiding principles are "to be determined by the Secretary." I understand the need to change rules because of some unanticipated inadequacy, but not giving your employees an idea of what is ahead will cause a ripple effect that the Federal Government has not seen in quite some time. A definitive process should be in place, which the Secretary must follow. The employees need to have more confidence in the decision-making process.
