I am a career civilian employee of DOD and after reading the NSPS I have a definite problem with its vagueness and lack of details as well as the propaganda accompanying the announcement. The whole proposal is filled with general statements which lack any specific details as to how they will be implemented. The NSPS falsely accuses the current system of being inflexible when in reality if used properly it has a lot of flexibility while protecting employees who are not treated fairly. The NSPS boasts that it will make sure that managers look within their organization before contracting out but I see no incentive for this in the new system. In fact, the new system will allow management to seek cheaper employees and no longer offers any job security to DOD employees who are in fact valuable employees who are performing their jobs above and beyond. Just as in private industry a near retirement employee can be replaced with a just graduated college employee at a lower pay and the near retirement employee has no recourse if management decides there is no room for him in their realignment. Likewise, managers are given free reign as to how much they will compensate employees. Therefore management favorites could potentially get all the money in a pay pool leaving none for the rest who may be very good workers but not the mangers favorite. Likewise, managers and employees may be in the same pay pools competing for the same money creating a definite conflict of interest. I do not feel the NSPS is an improvement over the current system and I do not feel it should be implemented until it can be defined better and agreed to by unions representing DOD employees.
