Are safe guards built in NSPS performance evaluations to prevent other managers from influencing an immediate supervisor's rating on an individual(s)? I have seen where an immediate supervisor has put in awards (PDQ's) for his personnel to then have a higher level manager get involved and cancel the proposal because he didn't believe in this type of recognition of employees. Are there procedures, say two or three deep supervisory levels that will be in place to prevent this bias from affecting an employees performance evaluation?
