Subpart C (9901.313) The law says that until 2008 DoD employees will be guarenteed the same average rasie as employees in other departments. This is only 2 1/2 years away. After 2008 DoD budget shortfalls couldl be covered by reducing the size of our raises. So if the DoD can't afford the secretary's new pet project all they have to do is pay us less than employees in civilian agencies. The inequity of this is obvious. Over the longterm it is also bad for the agency. A secretary of defense can keep rasies too low for a couple of years with no immediate affect other than grumbling. But after this happens a couple of times, employees who are able to will leave for other Government agencies and the remaining employees will become like the cartoon image of employees at the DMV. Since secretary's of defense are only in office for a short time they would not have to live with the long term affects of their pay decisions. A better alternative will be that Congress establishes an average Government wide raise that each department must pay out.
