I am a Disabled Veteran and it took me 8 years to get hired as a Permanent Civil Service employee. I went from Temporary to term and then finally permanent. The reason is that I did not know anyone in the stystem. It is too much of a buddy buddy sytem in the civil Service. I see Majors, Col, Gen, and Higher Ncoic's creating job positions for them self. Then when it is time for them to retire they can slide right into that position that they created for themselves as permanent Civil Service position, but yet the hardworking individuals can't get hired even if they have the 10 point veteran's preferance. This system will make it very easy to get rid of an individual weather he is a hard worker or a lazy worker, obviously we want the lazy ones gone, but this will not work as the buddy buddy sytem will just get worse. The system you have in place for the RIF process needs to stay in place. I am a Disabled Veteran with a disability of 100% and I feel that the Government needs to take care of it's own, Don't get rid of the current RIF system. Their is nothing wrong with the old system, Nobody seems to want to enforce it. Why get rid of a system mthat works if nobody is willing to make it work.
