The Problem: Some supervisors get by with a lot because their rater doesn't have to work with them very much. The supervisor puts on his/her best behavior for their rater but treats subordinates unfairly often. Subordinates in their office and other offices see things these supervisors are doing wrong and/or not doing that (s)he should. There's no avenue for improvement because the supervisor is very high up and no will challenge him/her because it would be obvious who did the challenging and their could/would be unproveable retaliation. The Solution: Include in NSPS a requirement that at evaluation time, supervisors get a preliminary, anonymous evaluation from peers and subordinates. This would be coordinated through some appropriate office and end up in the rater's hands before the supervisor gets rated. This policy might cause the supervisor to straighten up or leave. The End.
