How can any responsible person(s) implement a plan that is not complete. This one sure way for failure. Recently a Represenative presenting the NSPS information at a Town Hall meeting held for Norfolk Naval Shipyard was unable to answer the majority of the worker's questions. This demonstrated to me the lack of a well thought out plan. This sytem destroys 50 years of civil service reform that has tryed to keep nepatism, politics and the "good ole boy system" out of the federal workplace. On page 7556 of the Federal Register the 2nd paragraph states "Outreach to Employee Represenatives" - according to our union reps, they have been completely shut out from having any imput in the rules writting process. As a United States Citizen, Voter and Taxpayer, I feel that my rights to appeal disciplimary decisions and have union representation, should be the exact same as any other federal employee. If not, I see this as a form of discrimination. In Subpart F - WorkForce Shaping: I see this as age discrimination! With logevity no longer being considered as a criteria to determine who stays and who goes in a RIF, I feel this will be a tool to rid the workplace of older workers. 9901.342 Performance Payouts: Is this going to work like it did for the Transportation Safety Administration (TSA) where the managers all voted themselves the big bonuses and the workers didn't get one? I could go on and on here, but I see this plan as a way for DOD to stagnate employee wages to use the money for other weapons systems, get rid of older workers to replace with younger ones and eventually privitize the majority of civilian jobs. Its my opion if DOD took all the money that will be used to design, implement and sugarcoat this plan, they could buy a new aircraft carrier. Sincerly, Kenneth Drum
