This is a giant step backwards in minority rights. Currently, the same job nets the same pay, unless a Quality Step Increase is awarded. Under this new system, people could conceivably be doing the exact same work, yet one individual could be earning almost double what another person is based on the supervisor's whims. Welcome back to neanderthal times: the supervisor has the big stick while the workers cringe, cower and suck up to get paid. Lumping different series into groups is yet another managerial folly. To assume that someone who has worked in budget for an entire career can move to manpower with no degradation of service is absolute folly. I have moved from one job to another within the 343 series and have had a significant learning curve. We are humans with backgrounds and learned skills, not interchangeable machine parts. This whole system is just like FERS: a way to save the government money while shafting the employee.
