I have 10 years experience in private industry and 25 years experience in the Fed Gov. I made the decision to work for the GOV for several reasons, obviously the benefits and pay were better, however one of the key reasons I chose to make the change was the "structured" pay scale. I have "scars on my back" for earning more than the next person due to my superior performance. Fellow employees that do not wish to perform to a superior level are very eager to point fingers and demean those who do. With of course the favorite being "who was sleeping with who". Like I said - it was my least favorite experience while working in several different venues of private enterprise. I am very sorry to see the GOV go to a "Performance Based" wage system. My other concern is "locality pay" - I work in an area with a rural economy and few positions that pay comparitively to mine. The individual payscales that will be established under this system should not be solely based on location. Last this puts additional burden on supervisors. The current philosophy of "do more with less" has made it where our supervisors have no time for managing their employees - they are worker bees just like the rest of us. They don't have time (and won't take time) to administer this system the way it is designed. This is a step backward!
