During my 24 years as a Department of Defense (DoD) Civilian employee, I have never felt so betrayed as I do now. I have worked very hard and given my best years for our Government and I always thought of myself as a loyal worker. I can’t believe that our Government would turn around and treat us like second-class citizens. The proposed National Security Personnel System (NSPS) in its present form will turn back the clock on Labor Relations between agencies and unions to the early 1900’s. I don’t believe Congress is aware of the deception and secrecy that took place prior to issuing this Personnel System. I realize that some of its intent is to mitigate ineffective employees performance, but it widely opens the opportunity for subjective assessment of employees by, in many cases, non-qualified supervisors. It has been evident in my work experiences over the last 24 years that there are good managers and bad. Please tell me what recourse does an employee have, when an ineffective and prejudiced manager has the ability to decide an employee’s advancement, promotion and pay on the basis that he may not like you. The process typically reduces salaries and morale. For these reasons, I oppose the implementation of NSPS.
