I have been a Civil Service employee for six years and can tell you first hand that there will be Nepotism. I was told by my supervisor (GS14) in my previous job that I was not to worry about a new metric system he was putting in place because he would "take care of me". We were friends at the time and he was trying to get rid of a couple people that he didn't like so he was going to use a system that evaluated personnel in which no one could meet the requirements but he would "take care of" the people he liked. Had nothing to do with job performance but rather who he liked. I first tried to talk him out of doing it that way but to no avail. I also spoke to his supervisor (GS15) with no resolution. Until you can solve that type of problem the union must have the power to step in and stop this abuse of power.
