One of the goals of NPS is to ensure greater supervisor accountability. No were in the draft regulations does it state what mechanisms are going to be in place to insure grater supervisor accountability other than providing training. I have been an employee with DOD for 25 years and I have yet to see supervisors be made accountable. I am also in the first Spiral that is going to be implemented in July. How are you going to provide training by July when the implementing regulations are not in place yet? How are you going to change the current mind set unless specific procedures are spelled out for supervisory accountability in the regulations and mechanisms are in place to monitor it? You go into great detail to make employees accountable, why not spell out the same thing for supervisors?
