Having been with the military until retirement and with civil service for the past 20 years, I am more then a little concerned with the future role of managers/supervisors within NSPS. Many of the supervisors/managers I have run acorss in the last 20 years are technically oriented but have little knowledge in the area of managing projects, or resources...and that included supervising employees. this is a well know common problem throughout the Federal WOrkforce as detailed by OPM. Technically proficient workers do not always make good supervisors or managers...in fact...they sometimes create far mor problems then they are capable of solving. The fact that my future raises, and pay are greatly influenced by well meaning, but inadaquately trained supervisors is a major concern, since my retirement top three will be directly affected by their ability to rate honestly and fairly. I am also concerned that as employess we have no description of the pay banding groupings and grades, that seem to be locked in cement. I only hope when you say you plan training for managers and supervisors, that you are indeed serious. Most of the leaders seem to be promoted with little or no experience, or training....then we wonder why the system fails. It might be more obvious then one might think....if we wre just more honest and observant when looking at the possible problem areas. This particular area (management/supervisions) has been known within DOD/OPM circles for years, and I have yet to see anything done about this problem....so I have little hope that training under the new system will end up being a 4-8 hours course given by HR people....that really solves nothing....but it will fill a block on a training form and give everyone deniability.
