There are a lot of unknowns in this system and there seem to be multiple instances where the system could be unfair. The pay section of Myths and Facts states that in many cases employees will receive a salary increase upon conversion. For example, why wouldn't the vast majority (instead of many) receive increases with the buy-in since very few people would be at the very beginning of a WGI waiting period? Also, it states monetary benefits will be based primarily on performance which makes me question what other factors are involved. In spite of steps to be objective, the system enhances supervisor/manager ability to play favorites when awarding increases, and lion's shares could be awarded to undeserving employees who are favored for reasons other than performance. In most cases, a big change like this isn't beneficial to the workforce and results in drops in moral and also makes the hiring and retention of good employees harder.
