I think there maybe a need to revamp the system yet not the drastic approach that is being considered. Taking away rights of unions to work for the employees is not a good thing. It opens the door for management to abuse the their position. That is another problem of favoritism for certain employees versus other employees. We have worked long and hard to equalize the workforce and do away with these problems early in the 20th century to have them arise again. We have in place regulations that allow the dismissal of non performing employees and ways to reward those who perform above the standard. This new system doesn't give anything new to those two standards already existing. It does allow the government to hire new people faster than the current method in time of need which is now showing with the retirement of the several people.
