With-in Grade Pay Increases and Increases, in general (pay banding). Although I agree that many employees receive with-in pay increase that do not deserve them, the new system will result in unfair pay increases. I have worked for quite a few supervisors that were very simply put, "cheap". As a GS-14, they felt they made enough money and felt everyone else did, too. The GS-14 in question did not give a GS-5 a bonus (connected with an Excellent appraisal) as he felt "everyone already made enough money". I also think some supervisors will balance their budgets on the backs of their employees. I have, in the past, helped to keep my supervisors honest, but will I continue to do this knowing that I'll never receive a raise again. This is going to be a popularity contest.
