This does not address a specific section, only a concern that there will need to be more than what may be deemed "sufficient" training to supervisors and managers to implement NSPS. These individuals have significant years in the current GS system, which has become a way of life for them. This will be a complete "cultural" change for them, that will require them to adjust also their work physiology, which will not happen from a few training sessions. Overall I agree with the new system, but personally feel that many of us will suffer as the "guinea pigs", until there is a complete generational change of upper management with new blood that is more attuned to the NSPS.
