Subpart C - Pay and Pay Administration. Performance payouts. On the surface, the appears equitable, payouts based on individual performance. However; if you have a poor supervisor everyone working for them will suffer. For example, if your supervisor isn't a good writer, or doesn't have time, your pay increase (if deserved) will not be justified. Employees could be thrust into "Survivor Mode", cut throat, backstab your fellow employee instead of working to build a team. Pay pool managers could disregard recommendations for payouts to superior performers because an organization is large and they are not fully familiar with all the employees. People are not impartial, especially when their choices are 1) someone they know is good and 2) someone they are told is good. Premium Pay--The rules regarding overtime, comp time, etc., have not been issued so we don't know what to comment on. Subpart D--Performance management. Some of our supervisors don't communicate simple things like meeting times and places. I routinely backdate my performance discussions and standards because they haven't the time to do it when it needs to be done. I do not believe they can do a 180 degree turn and keep me informed and involved via constant communication when they cannot meet with me in a timely manner 3 times a year. Rating and rewarding performance. Does the rating only or the rating and the number of shares determine RIF retention standing? Subpart G - Adverse Actions. Mandatory Removal Offenses "which DoD will determine" how can we comment on what we do not know? In many cases, we are being asked to comment on issues you have not written up or perhaps even decided. This is unfair. If you want this to get the respect and "buy-in" from existing civil servants, we deserve the same respect from our government.
