I find the proposal to be incomplete. Much of the policy is left to be determined at a later date. With this type of proposal, it leaves a lot to the imagination. The myths and facts are in part miss leading. If you compare the actual Federal Register document to the myths and facts sheet. There is no bases for facts the agency is putting in there document. I would hope that DOD sticks to their claims in the myths and facts sheet when the policy is completed. I would hope that there is congressional oversite during the remainder of the process.
