I haved served my country as a civilian for almost 20 years and intend to continue to do so for 20 more. I believe it is an abomination to all civil service employees to change to a pay system that would basically say, your longevity and faithful service means nothing to this company. I know of no other employer of the size and magnitude of the Federal Government that would dare to treat its employees in such a manner. You are attempting to abolish our legal rights and our rights to be represented by the unions. You were to bargain in good faith with all unions and have failed to do so by all accounts. Informing the unions after you have made your decisions is not bargaining. Even Congress is appalled at the plans for the NSPS pay system. Treat your employees with fairness and respect and they will remain faithful employees. But the pay system that is being proposed is a slap in the face to all federal employees everywhere.
