Let me preface my comments by saying that I have been treated fairly, for the most part, under the current system and have received exceptional ratings for th past 20 years. That being said, I believe the current system needs an overhaul to correct the deficiencies within it. The pay for performance system is NOT the answer. This system reeks of the "Good Ole Boy" system. It will foster abuse, ruin what morale is left, and engender Office Politics like never before seen in the Federal workforce. Although not now currently a Supervisor, I have suprervised in two other positions I held. I have seen the rating system used as a social pacifier for those who scream the loudest - Money is a great pacifier - will it be used to stop the screaming? Further, if an employee and a supervisor have a personality conflict, the employee will suffer for it. Unless we can be assured of completely ethical management, we are all doomed. The training that managers will have to take cannot teach ethics - eithier you are ethical or your are not.
